Institutions that belong to the Critical Market Infrastructures and Core Financial Institutions must remain resilient to cyberattacks causing systemic impact. To help achieve this goal, the NBB has commissioned a new team to lead the implementation of a framework for Threat Intelligence-based Ethical Red teaming i.e. the TIBER-BE framework in Belgium - officially launched in September 2018. The position is created to strengthen the Cyber Resiliency of the Critical Market Infrastructure and Core Financial Institutions in order to contribute to the stability of the financial system. The expert center for IT prudential supervision and inspection ensures that financial institutions manage their IT risks adequately, and covers all aspects of this IT supervision: drafting of policy and methodology, carrying out on-site inspections and various types of risk analyses. The team operates both in a Belgian and an international context. An example of a mission might be an inspection that assesses the cybersecurity posture and controls of a bank or a special intervention needed when the permanent controls alert a high risk (fe. Optima case). A risk analysis (supporting the off-site supervision of an institution) would for instance typically be conducted when this institution considers to outsource its IT (e.g. to India).The high demand of IT expertise in supervisory assessments created the business case to recruit one more IT Risk Inspector.
