Function

As ICT Director, you are ultimately responsible for ICT service provision to the HR and Finance business domains. You act as a strategic and tactical business partner for the CFOs and HR Directors within these CM entities.
Additionally, you manage the total ICT budget of the CM group (approximately €160 million) and are the permanent point of contact within the ICT department for internal IT Finance and IT HR policies.

You are part of the ICT Management Team and translate the CM group strategy into ICT policy, the functioning of the ICT organization, and specifically the financial policy of the department. You develop and coordinate policy within your department and provide targeted leadership to your team, both in operational functioning (run) and in projects (build). You build and maintain sustainable collaborations with internal and external stakeholders and suppliers, and ensure clear and effective internal and external communication.
Business partnership (HR & Finance):

  • Translate the needs of the CFOs and HR Directors into tactical initiatives and a future-proof multi-year roadmap.
  • You are an active member of the governance bodies within the HR and Finance domains and translate their domain strategy into tactical initiatives.
  • You monitor relevant evolutions and trends and position yourself as a fully-fledged business partner.
  • You have ultimate responsibility for the application landscape within these domains and ensure that the applications are future-proof and translate the vision, together with the involved stakeholders, into a clear multi-year roadmap.

IT finance management (€ 160M):

  • Prepare, monitor, and report on ICT budgets (CAPEX/OPEX), Manage the complex internal charging models (including performance financing) to the 5 entities and explain these to the financial directors.
  • Monitor investment projects and conduct cost-benefit analyses.

IT HR policy & change management:

  • Advise and align with other ICT management members on HR policy regarding, among other things, attracting, developing, and retaining IT talent.
  • Guide strategic shifts, for example, from external consultants to internal employees. Support organizational changes resulting from, for example, AI and cloud transformations.
  • Program and project management: Evaluate and steer the realization of projects such as the renewal of financial software.
  • Governance and stakeholder management: Active participation in the governance bodies within the assigned domains.

Profile

Our ideal candidate combines an academic level of working and thinking with over seven years of experience in an ICT development management role within a large, complex organization. As a vision-driven and connecting people leader, you inspire, coach, and motivate your teams, while keeping a sharp eye on their individual growth and the continuous optimization of processes. Your broad ICT expertise ranges from agile working (Scrum) and IT service management to project management and application development enriched with AI. You combine a proven track record in the financial management of large-scale ICT environments with successfully leading organizational changes. With your pronounced organizational sensitivity and strong communication skills, you effortlessly navigate through diverse subcultures and interests; you quickly build bridges between management teams and move with confidence within a broad network of internal and external stakeholders. Furthermore, you are driven, results- and customer-oriented, and as a multilingual professional (Dutch, French, and English), you know how to make a lasting impact from a credible leadership position on the further strategic development of CM.

The Christian Mutual Health Insurance Fund (CM) is the largest health insurance fund in Belgium, representing 4.5 million members. With approximately 8,000 employees, spread across more than 330 offices, CM supports citizens with questions and needs in the areas of health, well-being, and care.
