As an Application Development Project Manager, you play a key role in the digital transformation of Agentschap Wonen in Vlaanderen. You ensure that complex projects—ranging from policy data warehouses to operational reporting systems—progress smoothly and efficiently from concept to delivery. Thanks to your work, internal teams and external partners can collaborate more effectively, processes become more transparent and reliable, and the organization gains the digital tools needed to support its societal mission.

In this role, you don’t just build systems—you also help the agency grow in professionalism and agility: refining project management methodologies, improving collaboration between teams and vendors, and contributing to a forward-looking, innovative ICT landscape. Your efforts translate directly into tangible results: better decision-making, more efficient processes, and stronger service delivery for citizens and housing stakeholders.

Key Tasks and Responsibilities

  • Lead one or more ICT development projects, with end-to-end responsibility for their accurate and timely delivery. Projects typically run between 3 and 12 months.
  • Perform all project management tasks, including project preparation and planning, coordinating execution (involving both internal ICT staff and external parties), risk management, quality assurance, budget monitoring, stakeholder management, and vendor oversight.
  • Provide project reporting to the Head of ICT and, for major projects, functionally to a project steering committee.
  • Collaborate closely with various internal teams (Business Analysts, Developers, etc.) and external parties (e.g., vendors, Digital Flanders, other entities within the Flemish government, housing companies) to ensure successful project delivery.
  • Manage additional project-related aspects, such as communication, training, and change management, as needed.

Profile

Requirements

  • Minimum of 5 years of experience as a project manager.
  • In-depth understanding of project management and PM methodologies (PRINCE2 certification highly recommended).
  • Strong general ICT knowledge to communicate effectively with technical experts.
  • Excellent leadership, communication, and negotiation skills.
  • Proficiency in stakeholder management and constructive conflict resolution.
  • Results-oriented, decisive, and a proactive problem solver.
  • Team player with a flexible and enthusiastic attitude.

Language Skills

Strong command of both Dutch and English is required for this role.

The agency employs staff both in Brussels and in the provincial capitals. The agency is currently undergoing a minor reorganization, which may affect the names of the departments, but this will not impact your job responsibilities.
