Head of Flemish Centre for Digital Safety (Digitaal Vlaanderen)

AMSP04557

Function

As Head of the Flemish Centre for Digital Security, you will serve as the centre’s strategic and operational compass.
You will set the course for the Flemish security strategy and lead a multidisciplinary team working towards a resilient, secure and forward-looking Digital Flanders.

You represent Flanders in consultations with federal partners (e.g. the Belgian Centre for Cybersecurity) and other policy-making bodies, and you are the face and driving force behind the digital security approach in Flanders.

In this strategically important role, which has a broad societal impact, you create an environment in which collaboration, knowledge-sharing and innovation are central. In this way, you actively help build a secure digital future for Flanders

You will develop a single, coherent and well-thought-out Flemish security policy, in line with the Flemish digital security strategy:

  • You will develop and monitor the policy and implementation frameworks for Flemish and local authorities.
  • You will oversee the roll-out of preventative programmes, such as awareness-raising, training and business continuity planning.
  • You will oversee compliance with legal obligations, including NIS2.
  • You will be responsible for the further development of the Flemish incident response capability.
  • You will be responsible for proactive and reactive crisis management.
  • You will ensure active monitoring of threats and vulnerabilities and monitor connected systems for potential intrusions.
  • You will work closely with partners such as the Belgian Centre for Cybersecurity, the Flemish Government Crisis Centre, the National Crisis Centre, and academic or private-sector experts.
  • You will ensure clear reporting to policy forums and raise awareness of maturity and compliance.
  • You act as the first point of contact and external representative of the organisation, both for specialist partners and the wider public.

Under your leadership, a single, clear security approach, a single point of contact and a consistent policy framework will be established for the whole of Flanders. You will help organisations to manage risks, prevent incidents and work proactively towards secure digital services.

Profile

You are an experienced leader with in-depth knowledge of information security policy, policy strategies, crisis management and the principles of governance frameworks.

  • You have a good understanding of oversight processes, reporting and policy monitoring, such as annual oversight, compliance monitoring and dashboarding.
  • You communicate clearly, persuasively and in a manner tailored to your audience, ranging from technical experts to policymakers or the wider public.
  • You possess strong analytical skills and can translate complex subject matter into clear policy guidelines and practical instructions.
  • You are proactive, diplomatic and act with integrity within a complex administrative environment.
  • You know how to prioritise within a varied range of tasks and can work to tight deadlines.
  • You are a true team player and encourage collaboration, innovation and knowledge-sharing.
  • You have experience with change processes and change management.
  • You embody the four leadership roles of the Flemish Government: you provide clear direction and facilitate, offer coaching support, monitor commitments and results, and encourage collaboration and networking; as a bridge-builder, you connect policy, operations, technical teams and external partners, and foster collaboration and support across the ecosystem amongst all stakeholders.

This strategic role has a significant impact on society. You will be responsible for the strategic management of digital security across the entire Flemish government.
