Programma Manager



The Environment Department is very strongly committed to building innovative applications platforms. Indeed, digitisation and technology occupy a crucial role within the department as a lever for better policy. Within the team in charge of strategy, organisation and digitalisation, among other things, the Programme Manager will therefore have a key role with a task that is twofold:

1. Coordinating the 'Data and Information Management and Governance' (DIG) pillar.
This team consists of about 8 staff, divided into 3 sub-domains: data governance, information management and information security. This team works transversally, taking initiatives and delivering services and solutions on behalf of all internal departments within the Environment Department. The Programme Manager directly manages this team

2. Managing the 'Data-driven Working Programme'
With the 'Data-driven working' programme, the Department of the Environment wants to promote the use of high-quality data in order to make better decisions in the context of permits, spatial plans, approvals, environmental policy, enforcement, etc. The Programme Manager is responsible for the strategic coordination of this programme. This team also focuses on developing and maintaining generic building blocks for data analysis and data publication and GIS applications.



For this role, we are looking for an experience Programme Manager and Project Leader with the following background:

  • Master's degree (or equivalent by experience) with demonstrable relevant work experience as an IT Project Leader or Programme Manager.
  • Interest in the social relevance that Department Environment stands for
  • Interest in environment-related issues and the importance of data, and data governance, information management, data security and IT tooling
  • Experience in communicating with different stakeholders
  • Demonstrable organisational skills (taking initiative, bringing structure)
  • Strong communication skills (networker)


This role as Programme Manager offers a very interesting challenge, lots of variety, and this within a context that is both innovative and socially very relevant. You work together with a lot of stakeholders, keeping an overarching helicopter view. You also have a direct impact on the further successful digitalisation within the Flemish government.
