Purpose of the Position
The purpose of the Chief Security Officer position at District09 is to take responsibility for the strategic aspects of IT security management within the organization.
Tasks and responsibilities
- You take responsibility from a strategic perspective for core processes in IT security management.
- You develop a vision and strategy on information security as part of an overall IT strategy.
- In that context, you take the necessary initiative to translate the strategy into a multi-year plan. In this way, you help increase information security and limit the impact of security incidents affecting confidentiality, integrity, or availability of IS/IT.
You will take responsibility for:
- The management and continuous evolution of security processes, governance and architecture, risk management and incident management.
- Promoting security awareness throughout the organization.
- Monitoring security in new initiatives and projects and performing risk analyses.
- Evaluating systems regarding their alignment with security standards.
- Evaluating and building knowledge of new threats to IT security and new security technology.
- Assisting management in security crisis situations.
- Co-managing information security audits.
- Evaluating new information security regulations and making proposals for the implementation of necessary changes in the organization.
- The project management for security-related projects.
- You are the point of contact within District09 for questions relating to information security and also take on an advisory role in relation to the DPOs of the various administrations in Ghent (city, OCMW, etc.). You ensure the representation of District09 in the field of security in various consultation bodies (as provided for in the management agreements with these administrations).
Profile
- You have a master's degree or you are equivalent through experience.
- You have at least 3 years' experience in a similar role involving information security and risks.
- You have a great sense of responsibility, a great sense of initiative and can tackle assignments independently and as part of a team.
- You have a certification such as CISSP and CISM.
- You are familiar with the relevant legislation (both international and national, e.g. GDPR , etc.).
- You are familiar with the public sector and public procurement law.
- You are driven and have a healthy dose of assertiveness.
- You work constructively and professionally with colleagues throughout the organisation.
- You have good basic analytical skills and communicate clearly about problems and solutions.

District09, formerly known as Digipolis, is an organization that acts as an ICT partner, supporting the City of Ghent and its partner organizations in various areas, including IT infrastructure, application development, digital innovation and e-inclusion.
With a team of around 200 dedicated employees, both internal and external, they realize more than 100 projects every year. In doing so, District09 strives for the optimal digitalization of work processes for almost 12,500 users. All this is done in accordance with a management agreement and a central budget of 50 million euros. Besides this budget, District09 also receives additional financial resources from various entities affiliated to the district.
District09 cooperates with various autonomous agencies within the City of Ghent, such as IVA Mobility company, IVA Urban Education, OCMW Gent, the Assistance zone Centre, the Local Police Ghent and many others.
District09 has evolved from a simple IT supplier to a strategic partner for the City of Ghent. Since its establishment in 2021, District09 has made significant progress. Systems and processes have been integrated and optimized, and they have focused on sustainability and innovation. Further efforts were made on sustainability policy (rewarded with the Fair ICT Flanders Award), a new data center was commissioned (which co-heats the city office) and 58 new applications (renewed signature platform, new tool environmental permits, local service centers,…) were put into production (counting the Office 365 as one ecosystem). Structural cooperation was established for cybersecurity, and end-user satisfaction is 9/10.
