Business Analist @ Dienst Bestuursrechtscollege (DBRC)



As a business analyst you are the link between an important, legally-oriented and complex business (the administrative law courts) and the ICT partners or (software) suppliers. The position forms the basis for working out as well as maintaining and supporting customized (ICT) solutions.

Duties and responsibilities

Project tasks (75%):

  • You identify, analyze, specify and verify the requirements of the business and communicate them as useful information to the various parties involved. 
  • You identify optimizations of business processes and make proposals to convert manual processes into automated (business) processes. 
  • Analyze and document business processes and effectively transfer them to IT vendors.
  • Validate whether the developed solution matches the established requirements and act as an intermediary between IT and the business.
  • Coordination of business testers, bug management and transferring findings to the vendor.
  • Involvement in change management, including internal training and documentation, with opportunity for leadership role.

Operational Support (25%):

  • You will support the functional analysts of the IT partners in working out the DBRC business processes and the functional (application) processes.
  • Monitor and respond to errors in operational processes, and coordinate with IT vendors for solutions.
  • Act as backup to the IT support officer during absence, supporting essential tasks such as sending plans or drawings.


Experience and background:

  • You have a bachelor's or master's degree, preferably in an ICT-related field (or equivalent through experience), and you have at least 2 years of concrete experience as a business analyst in:
  • Creating business analyses; 
  • Fulfilling a bridge function between the supplier and the business;
  • Setting up and monitoring information systems, data management and conversion and designing/assessing data models;
  • Project and plan development of business applications.

"De Dienst van de Bestuursrechtscolleges (DBRC)" stands for The Administrative Law Courts Service, and is an umbrella organization that was established in 2014 by the Flemish Government to create synergies between different participating law courts in order, among other things, to achieve economies of scale, reduce management costs and work more efficiently – to create a win-win situation. 

Today, the department supports four independent Flemish administrative law courts: 

  • The Council for Permit Disputes (RVVB)
  • The Enforcement College (HHC) 
  • The Council for Electoral Disputes (RVERKB)
  • The Council on Student Progress Decision Disputes (RSTVB)

The mission of the DBRC is defined from the strategic value framework of "operational
excellence', with a focus on organizing processes as efficiently as possible. 
The DBRC provides flexible and efficient support to the courts with a view to ensuring effective and quality legal protection within a reasonable timeframe.
The policy model, organizational structure, staffing and process optimizations are aligned with the goal of the organization: to make the courts function as innovative, efficient and decisive entities. In this sense, digitization is and will remain a spearhead of and for the operation of the Office of the Administrative Law Courts. By means of a concrete and advanced digitization plan, the DBRC strives for innovation and pioneering in the field of digital (administrative) justice.

Immediately after its creation in 2014, the Office of the Administrative Law Judges deployed a high-performance digital internal case tracking system, which since 2016 has been an indispensable aid for smooth and efficient operation and organization with, among other things, permanent monitoring of performance and of the status of cases.

Now, however, it is (more than) time to further evolve, and fully digitize, through the construction of a digital platform or counter, which should make it possible for jurisdictional proceedings before Flemish administrative courts to be fully digital, that is, from the beginning (filing an appeal) to the end (the ruling). In the Flemish and Belgian legal landscape, where there is still a great deal of analog work, the DBRC is an absolute front-runner of digitization with this plan.
